Esiaga v. UNICAL

the appellant was suspended pending a date that he would appear before a panel for alleged membership of a secret cult, after incriminating materials testified by his roommates to be his were found in his room. The commissioner of police received the report and suspended the appellant indefinitely. It was held that the university council by sending the incriminating items to the commissioner of police, who then suspended the appellant, has not charged him with any criminal offence. The suspension would stand, as it was merely an administrative act.
